Establishing Criteria for Quality with Texas Educators in Mind

TEA is committed to ensuring that the definition of quality is transparently communicated via Texas Resource Review rubrics that are used to assess the quality of instructional materials. During the development of rubrics, TEA makes a concerted effort to gather input and feedback from multiple stakeholders. TRR rubric development occurs in three phases:

  • Phase I; Draft 1. TEA internal teams and content experts develop a draft of the rubric. TEA hosts working groups of content experts from across Texas. Feedback gathered during the working group session results in revisions to Draft 1 of the rubric.
  • Phase II: Draft 2. TEA revises the rubric based on feedback from the working group to create Draft 2. TEA posts Draft 2 of the rubric for a 30-day public comment period. During this phase, TEA holds additional work sessions and virtual calls for various stakeholder groups including teachers, leaders, ESC staff, Texas educational organizations, SBOE members, and other interested individuals. Additionally, TEA shares the rubric with publishers and provides opportunities for publishers to share feedback with TEA.
  • Phase III: Final Rubric. TEA finalizes the rubric after incorporating feedback received during the 30-day public comment period. The final rubric is published and remains constant to provide transparency 6 months prior to and during the review process.
